Also, do I buy this grabone deal even though it says travel until 30th December?

If the tour is leaving on 16th, it will be ended on 27th JAN 2019. However, if you want to extend your stay, it's absolutely fine.
Also, surcharge is required if you are traveling on 24 & 31 Dec 2018

This package is still available until 30th SEPT 2019, however we will surcharge for entrance fee in Halong bay is 20USD per person from Jan 2019 and peak season from 20th DEC 2018 until 10th Jan 2019 with 3 star option: 30USD and 4star option 55USD.
