For quad share minimum no of voucher to be purchased is 4,
"Extra people can stay free of charge if between the ages of 1-12 years if shared under existing bedding, excluding flight (This applies for the fifth traveller if under the age of 1-12Yrs)

This is how it works, though we have mentioned children under 1-12 stay free but the room has to be occupied by 4 guest thereafter 1 child can stay free. Hope this clears you doubt.
